Gudkov & Bernshtein’s Report on “Nansen-Type Solutions” for the New Russian Emigration

A new report authored by Dmitry Gudkov and Vasily Bernshtein has been published by CASE (Center for Applied Social Expertise).

The study, prepared by Dmitry Gudkov and Vasily Bernshtein for CASE (Center for Applied Social Expertise), focuses on legal support mechanisms for Russians who left the country after 24 February 2022.

The central focus of the report…

is the search for modern analogues to “Nansen passports”: how European countries might provide legalisation and protection to political émigrés without resorting to large-scale asylum procedures.

We collected and systematised data from 27 European countries, including:

  • current formats of humanitarian visas and temporary permits;
  • issuance and rejection statistics;
  • the complexity level of obtaining legal status;
  • and the sociological profile of those already at risk.

Key findings:

  1. The creation of a “new Nansen passport” is highly unlikely in the current political climate.
  2. Adjusting and expanding existing mechanisms is a more realistic strategy.
  3. Half of respondents already face difficulties renewing their residence permits; many are prepared to move into grey or irregular residence statuses.

The study was presented in Strasbourg, during meetings with PACE delegations, parliamentary groups, and representatives of the Council of Europe.
